Representatives of the Russian Ministry of Internal Affairs met with foreign students.
On October 16, the annual meeting between university representatives, international students, and staff from Belgorod Region Department of the Ministry of Internal Affairs of Russia was held at Shukhov Belgorod State Technological University.
The event was opened by Vice-Rector for International Affairs Ruslan Lesovik, who delivered a welcoming address. He emphasized the importance of constructive interaction between the educational community and law enforcement agencies to ensure law and order and the successful integration of international students.
During the meeting, invited guests delivered presentations. Pavel Vasilevich, Deputy Head of the Immigration Control Department of the Ministry of Internal Affairs of Russia for the Belgorod Region, spoke about the introduction of a deportation regime for foreign citizens who commit administrative offenses. He also reminded that international students are only allowed to work during vacations or free time.
Svetlana Dubinina, Head of the Migration Registration Department, outlined the key legal provisions that foreign citizens must know and comply with when entering Russia, focusing on the migration registration procedure.
Dmitry Andreev, Deputy Head of the Criminal Investigation Department of the 1st Belgorod Regional Directorate of the Ministry of Internal Affairs of Russia, discussed the operational situation and cited statistics showing that 45% of crimes are committed using communications and the internet. He discussed ways to combat these types of crimes and urged meeting participants to install two-factor authentication in messaging apps and use only certified marketplaces for purchasing goods and services.
Dmitry Bukshenko, Senior Detective of the Center for Combating Extremism of the Belgorod Regional Directorate of the Ministry of Internal Affairs of Russia, presented information on countering the ideology of extremism and terrorism. He emphasized that Russia is a multinational and multi-religious country, and compliance with the law is the foundation for a comfortable stay for foreign citizens in the country.
Inna Kyashkina, Inspector of the Visa and Invitation Department of the Ministry of Internal Affairs of Russia for the Belgorod Region, explained issues related to visa regulations and entry invitations.
Marina Borchenko, Deputy Head of the Department of the Belgorod Region Ministry of Internal Affairs' Administration for Drug Abuse, emphasized close cooperation with the university in drug prevention and reminded that drug use is prohibited in the Russian Federation. In her speech, she detailed the penalties for violating the law. In October, the Belgorod Region is hosting the second stage of the nationwide campaign "Report Where They Sell Death." The goal is to curb the distribution of drugs and prevent their use.
Alexander Gapeyev, Director of BSTU Sanatorium and Health Center, reminded international students of the importance of vaccination and described the work of the health center and the sanatorium, where everyone is welcome for preventative treatment and health improvement.
Rafael Saratsev, Deputy Director of the University's Comprehensive Security Department, reminded international students that, in addition to Russian Federation law, they must also comply with the University Charter, the University Honor Code, and the dormitory rules—all documents are available on the official website of BSTU.
Following a series of presentations that helped international students better understand aspects of their legal protection in the Russian Federation, a lively question-and-answer session took place. Students had the opportunity to ask questions directly to representatives of the Ministry of Internal Affairs and receive expert clarification.
At the end of the meeting, law enforcement officials expressed confidence that continued fruitful cooperation with the university will contribute to the creation of a safe and favorable learning and living environment for all participants in the educational process.
