The Council of University Rectors discussed the rights and responsibilities of international students

A meeting of the International Cooperation Commission of the Council of Rectors of Belgorod Region Universities was held at the Shukhov Belgorod State Technological University. The focus was on creating a safe and supportive environment for international students.

In addition to the commission regular members, the meeting was attended by guests from the Stary Oskol Geological Prospecting Institute, a branch of the Sergo Ordzhonikidze Russian State Geological Prospecting University: Irina Alekseeva, head of the Center for Continuing Education and International Activities, and Valentina Shpilman, leading specialist at the Center for Continuing Education and International Activities.

Yulia Dmitrieva, Deputy Head of the International Student Services Department at the Center for International Education and Cooperation, presented a report titled "The Rights and Responsibilities of International Students: Legislative Changes and Everyday Practices of Adaptation for International University Students."

In particular, a registry of controlled persons came into effect on February 5, 2025, allowing for more efficient monitoring of the status of foreign citizens residing in the country. A state fee was introduced for migration registration and for extending stay. These changes increase the responsibility of inviting and hosting parties, which in turn emphasizes the importance of students and educational institutions adhering to migration regulations and rules.

Comprehensive efforts by both the Ministry of Internal Affairs and the university contribute to the creation of a safe and supportive environment for international students. Effective collaboration between educational institutions and immigration authorities, as well as the implementation of modern technologies for student monitoring and support, play a key role in their successful adaptation.

Commission Chairman Ruslan Lesovik emphasized that such work must be systematic, planned, and encompass the entire international student population. He emphasized the importance and significance of the ongoing adaptation and administrative work organized by university international organizations for international students.

The meeting participants addressed pressing issues related to measles vaccination for foreign students, discussed the commission members' experience and existing mechanisms in this area, and also focused on current migration records and registration of international students. To ensure timely response and rapid information exchange, the commission members supported the idea of ​​creating a unified chat room for universities in the Belgorod Region.
