A delegation of lawyers from Serbia took part in scientific events at BSTU.
A delegation representing the legal community of the Republic of Serbia visited Belgorod State Technological University named after V.G. Shukhov. As part of their working visit, the guests took part in the Second Belgorod Legal Forum and Ryzhkov Readings, and also met with students from Belgorod universities at BSTU Serbian Center.
The delegation was headed by Sreto Nogo, Secretary General of the International Association of International Criminal Law, a professor of international criminal law, and a prominent lawyer and a public figure. Accompanying him to Belgorod was Darko Komnenić, a member of the Chamber of lawyers of the Republic of Serbia, a practicing attorney, and the head of a law firm.
One of the first events of the program was the participation of Serbian specialists in Belgorod Legal Forum. The guests delivered presentations and discussed pressing issues of criminal and international law with their colleagues.
Subsequently, the Serbian legal experts, together with representatives from BSTU, took part in the Ryzhkov Readings, held at “Prokhorovka Battlefield” State Military-Historical Museum-Reserve. Named after the prominent Soviet and Russian statesman Nikolai Ryzhkov, the event focuses on matters of state-building, the development of parliamentarism and the economy, and cooperation with friendly nations, as well as the role of culture, the arts, and the museum and library communities in preserving historical memory and strengthening spiritual security.
Mikhail Ignatov, Head of the Department of Philosophy and Social Sciences and Humanities at BSTU named after V.G. Shukhov, and Viktoria Ryapukhina, Director of BSTU Institute of Serbian Language and Communication, took part in the proceedings.
The academic program opened with a presentation by Mikhail Ignatov titled "The Philosophy of War and Peace." Sreto Nogo addressed the participants on the subject of "Double Standards in International Criminal Law as a Challenge to the Rule of Law in Contemporary International Relations."
The subject, presented by the Serbian professor is also connected with his professional experience. While serving in Yugoslav government bodies, he was the head of the delegation of his country to the diplomatic conference on the establishment of International Criminal Court and participated in drafting the Rome Statute—the document which defines the legal framework for the Court operations.
A collection of scholarly articles was also presented as part of the Ryzhkov Readings. The publication includes a paper by Victoria Ryapukhina titled "Ryzhkov’s 'Yugoslav Golgotha' 25 Years Later: An Analysis and Assessment of Predictions."
The visit was concluded by a meeting between Serbian legal experts and students from Belgorod universities at the Serbian Center of Belgorod State Technological University named after V.G. Shukhov (BSTU). The event was organized by the Institute of Serbian Language and Communications.
The meeting took the form of a lecture and discussion. Sreto Nogo and Darko Komnenić presented topics to the students regarding "Russian Influence on the Development of Legal Thought in Serbia" and "Double Standards in International Criminal Law as a Challenge to the Rule of Law in Modern International Relations."
The guests spoke about the evolution of legal thought in Serbia, contemporary issues in international criminal law, and the practical aspects of the legal profession. Students and faculty members had the opportunity to ask questions and discuss the presented topics with the experts.
Sreto Nogo’s report concerning the establishment of the International Criminal Court was of particular interest. The professor shared his personal experience working at the diplomatic conference and discussed the drafting of the Rome Statute.
